Carlos was the Colonel of Bolivian Police and a contact of René Mathis. However Carlos betrayed Mathis to agents of Quantum, resulting in his death. Mathis was avenged by his friend James Bond when he shot Carlos in the head.

In the 2008 film Quantum of Solace, Carlos was portrayed by Spanish actor Fernando Guillén Cuervo.


Chief Carlos first appears when James Bond arrives in La Paz, the capital of Bolivia. He is the local contact of Bond's ally René Mathis but was secretly affiliated with Bond's enemy Quantum so he has Mathis kidnapped and beaten by his own corrupt police officers. The plan was to place Mathis in the trunk of Bond's Range Rover, thus framing him for the crime, but in the ensuing struggle between Bond and the police Mathis was fatally shot. Bond retaliated by killing the corrupt cops.

Later, Carlos meets up with General Medrano at the Perla de las Dunas hotel in the Atacama Desert in order to receive his payment for double-crossing Mathis. As Carlos was leaving in a jeep, Bond dropped onto the front of the car and remarked to the colonel "You and I had a mutual friend" before putting a bullet between Carlos' eyes. Bond subsequently shot Carlos' driver, causing him to reverse into the garage wall, igniting the unstable fuel cells and causing an explosion which subsequently burned down the hotel. Carlos' body was incinerated in the fire.
