Le Chiffre was a Soviet spy and gambling addict who lost most his money, which came from Soviet funds, during a bad gambling move. When he attempted to win it back, James Bond was sent in to beat him at a game of baccarat. As a result of Bond's success, Le Chiffre became bankrupt, so he tortured Bond to try and gain the winnings himself. This turned out to be a mistake, and Bond ultimately shot him dead. 

Le Chiffre appeared as the main villain in Casino Royale, giving him the distinction of being the first ever Bond villain to appear on screen, and he was played by Peter Lorre.
