Tomorrow Never Dies was the first James Bond film to be adapted into a novelization by Raymond Benson. Previous novelizations had been written by Christopher Wood and John Gardner.

A British ship, the HMS Devonshire, sinks in the South China Seas and the crew is murdered. MI6 suspects that media mogul Elliot Carver is involved with the incident, and send their top agent, James Bond to investigate. He uncovers a horrific plot by Carver to engineer a war between Britain and China in order to upsurp the Chinese government and replace it with a new order, who will grant Carver exclusive broadcasting rights in China.
